Jean Joseph Etienne Lenoir was a great Belgian inventor whose accomplishments include improving the design of internal combustion engines. But in 1860 he built an ICE car that turned water into combustible hydrogen fuel by electrolysis, as it went down the road! Yes, a smog-free vehicle that used a renewable fuel was built way back in 1860! Why were 19th century conditions for developing this technology more favorable than they are now, so that people like Mr. Lenoir could do it, but we can't today? How come nobody knows about this feat, and what else has been done in this regard?
